Also dismissing Udo’s line just because he was a side character makes no sense. Isayama used multiple characters throughout the story to show how deeply anti-Eldian views existed outside Paradis.

The entire world already feared Eldians and Titans for generations, so using the Rumbling and Titan powers as “diplomacy” would only make that fear worse.
