Unlike with the Nute Gunray scene, I doubt Lucas was deliberately addressing this issue with this scene, but The Phantom Menace also establishes that deepfake holograms are a phenomenon. So even if someone saw a recording of a Jedi using their abilities (which would also probably be rare), a determined skeptic could easily choose to dismiss it as a hoax.

If you notice, at the very beginning of The Phantom Menace, it's established that Jedi Knights are not commonly encountered. Even Nute Gunray has never seen one in person before.
