This is an EXCELLENT question. Let me address it outside of the context of Festival, and just explain how hard music licensing is in general. There are two "sides" to every song. A 'master' side which is the original audio recording. And a 'publishing' side which is the music composition itself. Then the publishing side gets even more complicated with something called 'splits'. Splits are how the ownership of the composition is split up. So if your song has samples, boy those splits get complex REALLY quick. Now you want to make it even more complicated, there is something called the 100% rule. You have to have 100% license (master/publishing) meaning anyone who owns even 1% of a song can block that song from being licensed. Finally, because games are a visual media, you are doing something called sync licensing. (Syncing the music to visuals) Labels love this because they get paid a Brinks truck for good syncs. But it makes things incredibly hard because labels view this is a marketing/revenue stream... So if you built a virtual nightclub, you'd have to do a sync for EVERY song played in that virtual nightclub. A real world nightclub just pays a flat fee to something called a PRO (Performance Rights Organization) and the PRO divies out the money to everyone. But since games/apps are usually visual, you need individual syncs for everything, unless a major platform (instagram, tiktok, etc) does a group licensing deal with the labels. No one has done this in games yet (Roblox's deal with the labels is somewhat opaque to me), but when someone does, the surface area for music in games will explode. It's just without a very clear test case that proves the impact, no label on earth is going to happily take less money when they can force syncs. So yeah - if a song you like isn't in a game, it probably fell apart at one of the 15 or so steps above.

@synaesthesiajp I guess I'll try then, but ask something more general than what I first wanted to. Do you think it'd be unreasonable for me to believe that, if an artist that I want and I know is popular isn't in Festival yet, there could've been some legal problem behind licensing their songs?
