Accident or not, he’s impacted Chalobah’s ability to defend by stepping on his whole boot, which is a foul. I’m confused by how this is causing so much controversy.

That's an unbelievably controversial decision. Marco Silva is absolutely furious.
Referee Rob Jones: "Fulham's no9 commits a careless challenge therefore we have disallowed the goal."
