You’re making a big claim but haven’t given one example of a policy passed by NGOs rather than ministers. Every policy you’ve listed was decided by elected members in the Senedd. Influence isn’t the same as control.

Name one. 20mph was mentioned so this shows exactly how decisions are made in Wales, through elected members voting. Influence from outside isn’t the same as control.

Education, Net Zero, DEI, Agricultural, Active Travel to name just a few. I suggest you start reading some of the documents produced by the Senedd first mate.
