Behavioural reinforcement refers to consequences that increase the propensity of a person's future behaviour in the presence of a stimulus. Food is a reinforcer for a child who is not keen on learning. It can be a form of reward system. In the context of a romantic relationship, money can be a reinforcer. (More money, more sex). In employer/employee relationship, bonus is a reinforcer for optimal performance. If we listen to the entire speech, we may have a fair contextual impression of what he is saying.
