There is a thing called First Mover's advantage. Indians happily gave away their entire market to US be it Android, maps, search engine, video, chats, OS etc. It isn't like india can't build. But why to build when a Google, fb, oracle, etc already exists and even if u make one, going up against the likes of above is a futile attempt and not gonna work.

Let me tell you a fun fact..... China has 4.3 million Software engineers India 5.8 million USA 4.4 million Russia 1.3 million Among these 4..... Only India couldn't produce even 1 App, Website, Operating System, Database, Cloud platform, CDN, AI or even Social media that is used by the world
