Kimball learns about New Vegas and decides the NCR must claim Hoover Dam as its own to power his rebuilding capitol. Fallout: New Vegas happens.

@TheDankner @Dezinuh I think it's simple. NCR moves its capitol from Shady Sands to San Francisco some time before 2277. Shady Sands is nuked in 2277. Kimball reelected in 2278 & pledges to rebuild SS and restore its capitol status to distract from NCR problems: drought, impending famine, etc. (1/2)
