@LisaPinkyWard @VeraGrayF Thanks for your feedback Lisa and please allow me to correct you. Chapter 4 in our report has several breakdowns on where the perpetrator was another child (pp.43-51). The Inquiry’s remit was on institutional failures and hence we looked at child on child abuse from that angle

@VeraGrayF 193 pages, another child is the 2nd most common perp, and yet no nuanced breakdown beyond that. Apparently it's too difficult for anyone to want to explore child on child abuse in any detail... Another missed opportunity
