It can be both honestly, usually its the case when Production Committee's are there to pick up more projects but the blame can also be put against JC Staffs higher ups for picking up more shows ( they have done this for around 10 years or so and never given up since. ) So this highly depends on both parties.

Every single studio goes through this lmao, only difference is that JC Staff picks up way too many shows then they can handle and ofc the horrible situation with opm s3 being a disaster thanks to a director leaving the project and Nagai being an emergency director.
It isn't as simple as you think it is, also comparing JC Staff to Mappa of all studios is dumb because that studio holds the most talented people in the industry and the fact their working conditions and even schedule has drastically improved over the years ( ofc they aren't squeaky clean but they are getting better and better as time goes on.
