This is yet another example of poor fiscal decision making and shortsighted service cuts that cost us in the long run.

That might be the reality for hundreds of dogs in LA shelters if the cuts in Bass’s proposed 2026 budget go through.
Let me explain:

Our city shelters are already incredibly under-funded and under-staffed, with high euthanasia rates and sometimes inhumane conditions. Cutting DPFL funding will make these problems worse.

Why? Over the last three years, the work done by DPFL has reduced severe bites in our city shelters.
Fewer bites, fewer bite lawsuits.

But now this work is at risk. The Mayor’s proposed 2026 budget cuts funding for this program entirely.
This is really bad, not just for the dogs that will be locked in kennels, but also for the city’s finances.

That’s where Dogs Playing for Life comes in. DPFL sends trainers into our six city shelters to run playgroups, work alongside staff, and teach volunteers how to safely walk the dogs that take more handling.

On Tuesday, I was touring the South LA Animal Shelter where I was introduced to the Dogs Playing for Life program in the shelter system.
Without this program, many dogs can go months on end without enrichment or walks —there are simply too many dogs and not enough help.
