Game Informer knew exactly what they were doing. Rockstar wouldn’t allow them to make a teaser like this, as stated below.
This is not the same Game Informer we knew 13 years ago and Rockstar didn’t even send them an exclusive cover for RDR2 like they did with previous titles.

Game Informer, known to be the first outlet to preview GTA 5 sent a new email to users teasing the next issue: “We’re so excited to reveal that [REDACTED] [REDACTED] [REDACTED] [REDACTED] will be gracing its cover next week.” Many believe this stands for Grand Theft Auto VI, but I think they’re doing this just to generate hype for the next issue, and it could be anything else. Rockstar wouldn’t allow them to make a teaser this way via an email.

🇭🇹 De nombreux binationaux pourraient rejoindre la sélection haïtienne en vue de la Coupe du monde. Ces renforts rendraient les Grenadiers encore plus compétitifs, même s’ils n’ont pas participé aux qualifications.
