That's just not true at all. The problem is the logistics. 2 and 3 have plenty of roads, rail and runways to handle any logistics. HALF of 1 isn't even traversable, much less roadworthy. What land can be farmed is on the boarder of 2 and 3, and would quickly be gobbled up. Thus no food, barebones logistics, and likely civil unrest due to the whole no food problem.
