Existem ótimas empresas de localização! E se dinheiro for o problema (não é), vários jogos acabam oficializando traduções feitas por fãs.
Se um jogo não tem tradução oficial, as pessoas vão depender de traduções de fãs! Foi assim que aconteceu no Brasil ¯\_(ツ)_/¯

Toby Fox, criador de Undertale, disse que não pretende fazer nenhuma tradução oficial do jogo além do japonês. Segundo ele, quer manter a obra o mais fiel possível à própria visão, e só fez a versão em japonês porque sabe o idioma. A América Latina era uma das regiões que mais pedia uma tradução oficial, então a decisão acabou decepcionando muitos fãs, ainda mais considerando que vários estúdios indies menores se esforçaram pra montar boas equipes e acompanhar de perto esse processo de adaptação. A situação piora ainda mais porque foi anunciada uma turnê orquestral da trilha sonora de Undertale, que vai passar pela Ásia, Europa, Oceania, mas não vai passar nem perto da América Latina.
