The reasons for the adoption wasn’t strictly diplomatic, since there were other endogenous reasons. The fascist desire for a “New Man” is one of them.

Civic nationalism cannot defend itself because its idealized criteria for citizenship is strictly based on ideology, but its moral framework doesn’t allow you to treat ideological enemies like hostile foreigners if they already have citizenship.
