This might sound controversial, but...
I know a lot of us guys who play these games. Who definitely look up underneath the fictional female character's skirt and at their panties.
But they would not do that in real life. Even if they accidentally saw it, they will just look away.
Or if the girl has a wardrobe malfunction and her lingerie are visible, they will let her know and find something for her to cover herself up
What do I mean by that? We know how to separate fiction from reality. And fiction is for us to do stupid things such as that. We know not to do that in real life and with real people.
So I don't see why it should be replaced by spats.

I think these disclaimers are very important.
The history of extremely racist cartoons is worth preserving specifically for the sake of education and being honest about the past. But you need to be upfront about that and acknowledge how horrible this was.
