Cabinet Secretary Ministry for Water Sanitation Eng. Eric Mugaa @mugaa_eric today at his office in Maji House, Nairobi, hosted Dr. (Geol.) Okoth Owuor, Project Coordinator for the Horn of Africa Groundwater for Resilience (HoAGW4R) Programme.
The Project coodinator (HoAGW4R) provided an update on the project’s progress in Turkana, Marsabit, Mandera, Wajir, and Garissa Counties. Construction works for Batch I sites are ongoing in Turkana, Marsabit, and Wajir Counties, site handover is being finalized in Mandera County, and advertisement for works in Garissa County will be done soon.
Procurement of exploratory boreholes by the Water Resources Authority (WRA) is in progress, and the Ministry has received inception reports for the Groundwater strategy, guidelines and regulations, as well as the Transboundary Water Policy.
The project is expected to provide sustainable water access to over 700,000 people in these drought-prone counties with access to clean and safe water, while enhancing sustainable groundwater management and building resilience against climate change.
CS @mugaa_eric also hosted Mr. Job Chirchir, Chairman of the Water Services Regulatory Board (WASREB), and Acting Chief Executive Officer Mr. Richard Cheruiyot. We discussed WASREB’s core mandate, the challenges facing the Board, and strategies to improve service delivery in the water sector.
WASREB remains a key regulator, working to ensure efficiency, effectiveness, and equity in water and sanitation services in line with the human right to water and sanitation.

The Water Services Regulatory Board (WASREB) plays a key role in protecting consumer interests and rights in Kenya’s water and sanitation sector, while ensuring water service providers (WSPs) remain financially sustainable and deliver efficient, affordable, equitable, and sustainable services.
Today, I received a courtesy call from Mr. Richard Cheruiyot, Acting Chief Executive Officer of WASREB, at my office in Maji House, Nairobi. We discussed WASREB’s core mandate of consumer protection and its responsibility to promote cost recovery through appropriate, cost-reflective tariffs.
