I desperately want to save the filibuster. I truly believe it’s the only thing standing between the country and water-violently-sloshing-back-and-forth-in-a-bathtub anarchy. But I understand the frustration people have when the Senate response to a filibuster on every debatable question is simply to shrug and go home. It’s anemic and weak and uninspiring. The Senate is far more powerful than that. Deliberation isn’t just debate - it’s skill and strategy, it’s confidence and courage in the face of uncertainty. Historical Senates gave us incredible examples of this at work; of the institution being used to its full measure to persuade, to build consensus, to actually legislate. The modern Senate is dangerously broken and it’s going to go away completely unless *the Senators themselves* start using it. That’s what the talking filibuster strategy is. Yes, it’s a strategy to try and pass a bill. But really, it’s a rescue mission for the institution.

You know what's funny? Every time the Senate does a reconciliation bill it is subject to endless amendments. You can offer INFINITY AMENDMENTS on reconciliation. There is no procedural method for ending it. None. Yet somehow, the Senate ends the process. How? Exhaustion. Senators get tired. It's 3a, they want to go to bed. So they just agree to stop. Curious.
