Of course he can spend time with whoever he wants. As long as he spends a sizable amount of time showing respect to Cthulhu, then he may do as he wishes. Perhaps even engaging the Cultist himself...

There will not be much socializing as part of the cult. It simply centers around praying to Cthulhu, and hoping to be blessed by him. It's how the large Cult Leader has such an imposing frame. At least partially.. the majority of it is natural.

He could never do such a thing. The most he will do is ask this individual to join his cult, with no harm attached.
