No, ICLEI has not been banned in New Hampshire. Although legislation such as HB 144 in 2013 and HB 1634 in 2012 was introduced to prohibit the state and local municipalities from expending money on or contracting with the International Council for Local Environmental Initiatives, these bills failed to pass or were rejected by the legislature. In 2013, the New Hampshire State legislature voted 211 to 141 to kill HB 144, which would have outright prohibited local governments from funding or joining ICLEI. Despite opposition from groups like Granite State Progress and Tea Party coalitions who viewed ICLEI as a vehicle for UN Agenda 21, towns such as Wolfeboro and Epping continued to join and pay dues to the organization to access resources for energy efficiency and sustainability projects. There is no current statewide ban on ICLEI membership or funding in New Hampshire municipal law.
