If it is true that Japan will not allow any foreign visitors to watch Olympics, added to additional costs of delay = most costly Olympics in history for host country

What the law could also do, and what the IOC and others making such a fuss may actually be most worried about, is to make it easier to target international sports officials suspected of corruption...
