The U.S. Bars China, Russia, North Korea, Cuba, Iran, and Others from Participating in Venezuela’s Mineral Resource Development
On March 27, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) issued several "General Licenses" (GLs) targeting Venezuela’s mineral sector.
This authorization permits relevant parties to negotiate and sign "contingent contracts" regarding investments and operations within Venezuela’s mineral sector—activities which include exploration, extraction, processing, refining, and production.
The U.S. Treasury Department stated that this move aims to help reintegrate Venezuela’s economy into international markets and to redirect investment in a manner that benefits both the American and Venezuelan people. However, the licenses explicitly stipulate that any transactions involving China, Russia, North Korea, Cuba, Iran, or entities owned or controlled by them, are strictly prohibited. Furthermore, all related payments must be remitted to designated accounts subject to the oversight of the U.S. Treasury Department.
The bandits have already begun to establish "rules" and demarcate territories in order to further plunder Venezuela’s resources. No one believes that they are doing this for the benefit of the Venezuelan people; indeed, all of this was premeditated long before the attempted illegal seizure of President Maduro.
On April 1, Chinese Foreign Ministry spokesperson Mao Ning stated at a regular press conference that China firmly opposes the U.S. imposing restrictions on China-Venezuela cooperation by manipulating so-called "General Licenses," emphasizing that China’s legitimate rights and interests in Venezuela must be protected. What the U.S. ought to do is immediately lift its illegal unilateral sanctions against Venezuela, rather than attempting to whitewash its actions—which infringe upon the legitimate rights and interests of all relevant parties, including Venezuela—by manipulating these so-called "General Licenses."

@ThinkChinaSG I enjoyed Prof. Tao's article. I am puzzled why China does not respond to US tariffs with a China imposed duty on impacted exports. It appears that the US consumer is willing to pay more for the product, and I would think China firms would want to capture that margin.
