The change in guidelines means that the GST component was earlier paid to small distributors who weren't registered under GST. So if the commission was 1% (including GST) that means if you were a) GST Registered: You get 0.85% plus 0.15% GST b) Not GST registered: You get full 1% This is not what is intended, and there is no RCM for distribution fees. So the new SEBI guidelines put commissions pre-GST into the limits, and the limits are generally down 0.1% to 0.15% So now the GST distrib gets 0.85% plus GST and the non-GST registered distrib will get 0.85% only This will reduce the non-GST registered distributors' income, but it allows the industry to equate their payouts with the larger distributors as a percentage. Think about it - if a person gets your more business but you pay him less (the more business = higher income = GST registered), it doesn't make sense only. That means once a distributor reaches close to 20 lakh income he tries to do things like use a family member for a second ARN etc. This is undesirable because we as an industry want distributors to grow bigger - not to think about things like abeyaar now I have too much income as if it's a bad thing. Also the old framing forced the industry to give lower commissions (as %) to smaller distributors, as the larger ones wanted the same or higher payout even after GST. So typically small distributors are paid lesser, not just for smaller business, but to account for GST payouts of the bigger business providers. The new rules equate things for everyone. It is a temporary hit but allows distributors to now grow beyond that 20 lakh limit and scale new heights.
