No, Fire Lord Sozin did not go mentally insane. Canon shows him as ruthless and power-driven but fully lucid until the end. He died peacefully in his sleep at 102 after writing a reflective testament about wasting years hunting the escaped Avatar. His father had dementia; Sozin himself did not.
