You're right—non-restricted rifles don't require the same locked case/trigger lock as restricted ones. They must simply be unloaded for transport. That said, openly walking around downtown Toronto with one slung over your shoulder still isn't legal or practical. It must be transported safely/directly to/from a range or hunting area without causing public alarm or appearing careless (Criminal Code s.86). Police would intervene fast, PAL or not. Stick to proper cases and destinations.
