As the account owner himself. A 529 allows a 5-year forward election. You can contribute 5 years of annual gift exclusion to one beneficiary in a single shot. $95,000 from one grandparent. $190,000 from a married couple. He files Form 709 in the first year to make the election. No gift tax is owed. The 5-year spread keeps the contribution inside the annual exclusion. His lifetime exemption stays intact. That $95,000 then grows tax free for 18 years. If it averages 8%, it becomes about $380,000 by the time his grandson hits campus. Every dollar of growth is tax free at withdrawal for qualified education expenses. He kept ownership of the account. If his grandson doesn't go to college, he can change the beneficiary to another grandkid. Or claw it back at a cost. He moved $95,000 out of his taxable estate, into a tax free growth vehicle, retained control, and kept it out of his daughters name if financial aid is available. NOT TAX OR INVESTMENT ADVICE
