Denuncio ante el mundo y @CIDH, que el presidente de Bolivia nombró como Viceministro de Seguridad Ciudadana al Gral. Rodolfo Montero Torrico, que fue comandante de la policía boliviana durante las masacres de Sacaba y Senkata, entre noviembre y diciembre de 2019, con un saldo de 22 muertos y 200 heridos. Seguramente esa designación tiene el objetivo de ejecutar operativos de represión al pueblo boliviano que está protestando en las calles y caminos contra el gobierno autoritario de Rodrigo Paz. Es necesario recordar que en el informe final del Grupo Interdisciplinario de Expertos Independientes (GIEI) de la CIDH-OEA, del 23 de julio del 2021, el Gral. Montero fue señalado como uno de los responsables de los delitos de genocidio, homicidio y lesiones graves y leves, habiendo sido imputado y detenido en septiembre de 2021. El Gral. Montero es mencionado en las páginas: 158, 240, 245, 256, 258, 372 y 375 del Informe GIEI-CIDH. La policía y las FFAA, durante el régimen de Añez, reprimieron al pueblo amparándose en el Decreto Supremo 407 -conocido como el Decreto de la Muerte- que liberó de responsabilidad penal a los masacradores. El informe del GIEI calificó los hechos en Senkata y Sacaba como masacres con ejecuciones extrajudiciales y responsabilizó de eso a la estructura de mando policial y militar que dirigió los operativos.

Absolutely right! I teach Cuban foreign policy in Africa. And my students are always surprised when I tell them that Cuba was the only country to defeat Apartheid South Africa militarily. Not once but twice (1975 & 1988), protecting Angola from occupation from Apartheid SA and playing big role in independence of Namibia.
