Did Nigeria receive the money? NO!
The money was paid to an account in New York with Nigeria's name on it n guess what? To access the funds the Nigerian govt must dance to Washington's tunes.
The Nigerian govt must privatise her resources, accept n reintegrate Terrorists, remove tarrif on U.S junks n poison coming into the country, hand over Nigeria's health data, accept loan from World Bank, tax tax tax citizens,etc
