The question is wrong because there are three states. And I'm not just talking about three states with four letters. Ohio wouldn't qualify because it repeats the letter o and only uses three letters. Mississippi does qualify because repeats letters but there are only four letters used to make up the name. However there are two other states with exactly four letters to make up the name and the four letters that make up the name are all distinct letters. So because the question is wrong it can't actually be answered. But if you're curious the three states are Utah Iowa and Mississippi
