No, Ricimer didn't seek to focus only on Italy, nor did he seem to solely loot Gaul. He abandoned Sicily to fight huns, and looted coffers to punish his enemies. Ricimer has to be understood as something like the ancient equivalent of Patrick Bateman. He's good at his job, but uninterested in the top job. Yet he feels jealousy if someone's power threatens his. He would call you his best friend for years, but the day you become a roadblock he'd rally 20,000 men, arrest you, and cut your throat in public.
Trump's similarities are only his vindictiveness. Beyond that there isn't much. Ricimer was an emotionally detached person uninterested in symbolic power. Many times he could have been emperor and many times he turned it down in favor of real power. If Trump were like Ricimer he wouldn't be president
