To clarify- there are no second order effects. A does not lead to an increase in tax revenue, growth or investment.
And the improvement for B is tiny- they can feel it but barely- it's borderline unnoticeable

@profavi_ No, think about it as the government has come across a lot of money and can either do a massive tax cut for the rich of a size never before seen or use it to fund an incredibly inefficient welfare program that only marginally improves the lives of the better off
