I see so many people in the comments talking about the legal implications and the sheer audacity of this neighbor. As a trained civil engineer, I would like to point out some of the severe structural implications of what he is doing, because this is a disaster waiting to happen. First of all, the first implication of this is Foundation Overload. Why do I say this? A standard perimeter fence is built with a shallow strip foundation designed to carry only its own dead weight and wind loads. It is not designed to carry the structural load of a roof, a concrete fascia, or the lateral forces of adjoining rooms. With his proposed building directly attached to your wall, he is effectively turning your fence into a load-bearing structure. Your fence foundation will eventually buckle and fail under that kind of stress. Another major issue is Differential Settlement. His new foundation and your existing fence foundation will settle into the ground at completely different rates. Because he is forcefully tying his blockwork to yours, this uneven settling will cause deep shear cracks along your fence. It will eventually tear your wall apart over time as the ground shifts. Then there is the big issue of water damage and dampness. This building is flushed against your wall, and as a result, your building is likely to witness a permanent moisture trap. During the rainy season, water from his roof or trapped ground moisture will seep directly into your wall. This will cause severe rising damp, peeling paint, and the eventual weakening of the blocks on your side of the property. I advise that you stop arguing with him because he clearly lacks basic common sense. Take these pictures straight to your local Town Planning Authority immediately. They will serve him a contravention notice for violating the minimum statutory boundary setback and halt that construction.
