**Yes.** Louisiana is in FY 2026 (July 2025–June 2026) and has been running with surplus/excess funds. It carried over ~$577M surplus from FY 2025 and has ~$293M in current-year excess general fund revenues that are being utilized in the budget. The state is operating under a balanced budget that includes these surpluses.

Many "independents" still lean toward one major party especially when asked follow up questions. Especially when you parse values. The fact you're refusing to understand the core argument, I'd wager you likely have some reference to christianity in your bio and lean to the right even if you don't openly or full own it.
