Some users who wear these inappropriate outfits and expose children to explicit content are engaging in what's known as EPI, or Early Porn Introduction.
The goal is for predators to expose kids to sexual content at a young age and normalize it. Predators derive gratification from the idea of corrupting minors, and some use platforms like Roblox, Discord and YouTube as a tool to do it.
The images below are from Orion Grant Passmore of Tucson, also known as Goonclown, who was engaging in exactly this behavior.

This experience was uploaded on February 5 and removed on February 6 within five minutes of the initial report of inappropriate content. Our data shows that the few users who accessed the experience did not find it through organic discovery. We reported all parties involved in the creation and coordination of this experience to law enforcement.

This needs to be discussed more. These groups have not gone away despite new safety features being released. They use code words to get past moderation. Age estimation is not stopping anyone from doing this. Roblox, if you are seeing this, take these down IMMEDIATELY.

@Roblox I'm sure your newer audience would love the dynamic heads. There are also a lot of older players that have played the game for years that have already liked it the way it is. Here is a design suggestion I made in 2023 regarding dynamic heads. I think promotions work much better.

@Roblox I understand you want to advance technology and make it as realistic as possible, but you have to realize the audience you are marketing it to. I'm sure people love the idea of faces now having realistic expressions and makeup, but forcing it down our throats isn't going to help.
