We are also concerned that the Bill’s passing has happened without consideration of some new pivotal policy changes since the BELA process began seven years ago such as the GEC, which is poised to shift how the DBE addresses issues such as learner evaluation and dropout.

We appreciate the urgency Parliament has displayed in addressing this legislation and its associated issues. However, it must be processed in an equitable and timely manner, as a rushed process could preclude its legitimacy and jeopardise the future of our education sector.

One of the BELA Bill’s key reformation aims is to address South Africa’s learner dropout crisis, so as pending legislation, it is of utmost importance to the Zero Dropout Campaign.
