@Duncan_skr @Liebenzeller29 @KatyaSedgwick Kruschev couldn't have imagined the USSR would collapse that soon after, and legally there wasn't much Russia could do about it in 1991, so they first tried to make Ukraine their puppet state, and when that failed, they showed how much they cared about legality
