There is research done. Most don't "get rich" off of these things because that money is paying for services they need now.

Let's say he was shot, and they awarded him 100k. It's not 100k for the screw up, it's 100k to pay for the ER, ambulance, surgery, etc.

They have to prove this incident caused a loss of money and prove how much that value is. Then the department (aka taxes) would pay that value. Would be really hard to come up with a cost that big
