@stacarter @aufunders @thisguy05204758 @RyanPatrickOl Double yellow line means no turning across the road, period. You stay in your lane. You also aren't allowed to just stop in the middle of the lane. Biker was going too fast and couldn't stop safely. Both are at fault here.
