That catchup mechanic will only go into play if one team falls 85,000,000 points behind the other, and caps at 10x score multiplier when that team is 170,000,000 score behind.
But with all the different multipliers going on, I don't know how far behind you actually have to be to activate the catchup system

The Foundation Rivalry Score appears to now be getting multiplied by 1.226x. This modifier was originally set to be used for Power Hours but seems to be active now for only the Foundation.
