The @OdbMr story

One day, I decided to get a service to import my own DMO vehicles (NC, CEO, Facility & Arena) and I found a wonderful guy for all the Import & Save part. But it needed a certain kind of PS4 account with specific features. I then found someone to help me rank & money up the account. This is @OdbMr !!
After a few days, and some problems (?? Not sure there were really some problems) we decided to both be playing some missions to reach Level 20-22. After 3 or 4 hrs of boring missions, we reached that rank.
But this was not enough, and @OdbMr pretended to once again having problems. I have no proof that he had problems or not. I then ask him what we should do and after some serious problems of communication (no answer for up to tenths of hours), he said he doesn't understand what was the problem.
I then asked him to refund my money, and on the 60โฌ he received, we agreed for 50โฌ and finally to 45โฌ.
After that, as it took days and days to get a contact, I sent a reclaim to PayPal. But I then realized that it was not the right thing to do. I canceled this case, with no consequences for me or for him.
But, he pretended that my complaint was the reason his PayPal was under deep Review. After calling PayPal on my side (waiting for 30mins on the phone), I was told that my complain was absolutely not the cause of his account status.
We then agreed that I send him a PayPal invoice for 45โฌ.
Until today, no reaction from him, no refund, nothing !!
I then sent a higher level complain on the transactions and reported his account, what other solutions did I have ?
But we tried to find a solution by buying one of his account that was ready for what I needed to. After a hard negotiation, we agreed on 100โฌ for his account, which means 40โฌ extra to send. Finally, after once again a total lack of communication and understanding, the deal was broken ...
Now, there no more contact, and even if I am probably not gonna get any refund from him, I wanted to explain publicly what happened and what I consider as a "SCAM".
Of course, I do not recommend this guy for anything, even to ask for the time ...
I'm open to talk about this by DM but I won't reply to any insulting msg, no matter the insults goes to me or him ..
