Driven by deep frustration that their rural voices and conservative values are completely drowned out by the single-party DFL control centered in the Twin Cities population hub, groups and local lawmakers under the banner took their grievances to the state capitol by introducing the Rocks and Cows Act.
This legislative push proposed a State Boundary Adjustment Planning Commission to explore the legal framework for allowing frustrated northern and western border counties to secede from Minnesota entirely and be annexed into North Dakota or South Dakota.
