Using the 15 minute requires a certain framework. You usually want this paired with a driver due to volatility lowering the chances of getting a 1hr/30m. And usually a strength switch paired with it if they're decoupled ("Foreseen Distribution"). Never want to use the 15 minute while it's very high in the range, you want to position yourself within a protected level in premium and discount.
