La migliore forma di governo esiste. È già stata sperimentata per 1100 anni (da 697 d.C. al 1797). Funzionava benissimo: una élite dei cittadini più abbienti e/o più eminenti nel lavoro, votava per un gruppo di pari grado. Da questo gruppo si estraeva a sorte un altro gruppo, che a sua volta votava per un nuovo gruppo di pari. Tra questi si estraeva a sorte…. ecc. Con 3-4 giri del genere, diventava impossibile per chiunque pilotare le elezioni. Alla fine, gli eletti erano i migliori e liberi da padrini / influenze. Era la Repubblica di Venezia.
