@SirJarus I find it embarrassing that Ogun State can’t even make the top 10, even though it’s next to Lagos in terms of geographical proximity. The leaders of Ogun state need to take road construction seriously to take the overflow from Lagos.

Why Oyo surprised me? VAT is usually paid to supplier (of applicable goods & services), who remits to government. In the case of oil companies, goverment agencies and some telcos, VAT is withheld by customer and remitted to government. Oil companies deal in large projects and they pay VAT on them, so the big number for Rivers is understandable. Lagos houses HQs of banks and many other companies, where payments are usually made from, so Lagos is also understandable. Oyo is neither an oil state nor the usual HQ of big corporations. Yes, its population makes it a big consumption hub (Kano VAT number is embarrassing based on this), but the consumption should mostly be from informal sector and small to medium scale companies that are generally poor in VAT compliance. Ibadan hosts regional offices of many banks and FMCGs, potentially with big activities that generate VAT, but this is still not enough explanation for Oyo to rank this high. One oil project in Delta or Bayelsa or Akwa Ibom should generate VAT larger than 1,000 activities in Oyo. Or maybe other states are so terrible they make Oyo figure look big. A final point: the collection efficiency can also be a factor. Maybe FIRS Oyo State offices are just effective. But not convinced this significantly accounts for the size of collection.
