It bears repeating until it gets through your thick skull. 4Ps is not designed to be a lifetime, fre-flowing support to poor people you call pasanin. It is, first and foremost, conditional, meaning the beneficiaries should meet certain requirements to continue availing it (e.g. vaccinate infants, send children to school, attend parenting/family development sessions). It's meant to bridge people out of poverty while giving them transfers while inequities that keep them poor are being addressed. And it has been an effective intervention since: a study has shown 4Ps has reduced poverty by 1.4 percentage points or annually: bit.ly/4udvZyb. Some beneficiaries have even 'graduated' to DSWD's Sustainable Livelihood Program, proof that 4Ps recipients DON'T stay beneficiaries forever, and poor/subsisting forever. That said, I'm not rich, but I don't mind at all if part of my taxes are used to help fellow Filipinos become self-sufficient.
