Uganda received $2.5 billion in remittances in 2025. That is 3.8% of our entire GDP. Over 16 million transactions, average value of $152 per transfer.
The Protection of Sovereignty Bill 2026 now says anything above UGX 400 million roughly $100,000 from a foreign source in a year requires written approval from the Minister of Internal Affairs.
Think about who is affected by this
Ugandans in the diaspora sending money home, NGOs running health and education programmes, creators earning from YouTube, Spotify, and international brand deals and businesses with foreign shareholders or investors.
The bill also defines a “foreigner” to include Ugandan citizens living outside Uganda. Your cousin in London sending money home could now be classified as a foreign agent.
The government says this is about sovereignty and transparency. Those are legitimate concerns because foreign interference in domestic politics is a real issue especially on the Africa soil.
But this bill does not just target that. It hands the Minister of Internal Affairs discretionary power to approve or reject any significant foreign inflow.
No independent oversight and violations carry up to 20 years in prison.
The Uganda shilling was the best performing currency in Africa last year. Bank of Uganda credited remittances and NGO inflows as part of the reason.
We are now proposing to put a ministerial gate on that very money.
Someone explain to me what problem this actually solves because from where I am standing, the people who will feel this first are not foreign governments. It will be the ordinary Ugandans.
The government owes us a clearer answer than “sovereignty”.

A total of 380,000 international students from 191 countries and regions were studying in China during the 2024–2025 academic year, according to a senior education official.
The statistics showed that Chinese government scholarship recipients accounted for about 8% of the total enrollment. In terms of regional distribution, Asian students made up the largest share at 61.1%, followed by Africa at 16.2%, Europe at 15.6%, and the Americas and Oceania together at 7.1%.
Among the total international student body, degree-seeking students reached 205,000, with postgraduates representing 35%. Engineering emerged as the most popular field of study among all degree programs, ranking first with 27.8% of degree-seeking students.

The entitlement in my gender is something people rarely talk about.
Why are you bothered by a stranger choosing to have a tubal ligation? She does not want children. Why does that concern you? You wanted her to seek consent from you?
