Recognising Women in Tax: A Leading Force in Uganda's Tax Administration. Sarah Chelangat — Tax Partner, Ernst & Young (EY) Uganda; Former Commissioner, Domestic Taxes, Uganda Revenue Authority @SMChelangat is a highly respected Ugandan tax lawyer and advisor whose career spans senior roles in both public tax administration and private sector tax advisory. She holds a Bachelor of Laws (LLB) from Makerere University and a Master of Laws (LLM) in International Tax Law from University of Manchester in the United Kingdom. She is an Advocate of the High Court of Uganda, a Senior Tax Tutor for the CPA Programme, and an active member of the Uganda Law Society and the East African Law Society. Her academic grounding in both domestic and international taxation laid the foundation for a career dedicated to shaping tax administration, policy interpretation, and compliance in Uganda. Chelangat’s professional journey reflects a rare combination of deep technical expertise and leadership across both sides of the tax system—the tax authority and the advisory profession. Earlier in her career she worked in private tax practice at Ernst & Young (EY) Uganda, where she built a strong reputation advising multinational corporations, financial institutions, and large domestic companies on corporate taxation, international tax structuring, transfer pricing, and regulatory compliance. Her work involved helping businesses navigate complex tax legislation while maintaining compliance with Uganda’s evolving tax framework. Chelangat later transitioned into public service at the Uganda Revenue Authority, where she eventually rose to become Commissioner for Domestic Taxes, one of the most critical operational positions within the revenue authority. In this role she oversaw the administration of key domestic revenue streams including income tax, value-added tax (VAT), excise duty, and withholding taxes, which collectively form the backbone of Uganda’s domestic revenue mobilization. Her leadership involved supervising compliance operations, strengthening taxpayer engagement, and guiding teams responsible for audits, assessments, and enforcement. During her tenure at URA, Chelangat contributed to strengthening domestic tax administration and improving compliance frameworks, particularly among large and medium taxpayers who account for a significant share of Uganda’s revenue collections. She supported the implementation of risk-based compliance strategies, improved taxpayer segmentation, and greater engagement between the tax authority and the private sector. Her background in tax advisory allowed her to bring a practical understanding of taxpayer behavior and business realities into the design of compliance and enforcement strategies. Chelangat later returned to Ernst & Young (EY) Uganda and currently serves as a Tax Partner, where she continues to play an influential role in shaping tax advisory practice in Uganda. In this role she advises major local and multinational companies on tax compliance, international taxation, transfer pricing, tax risk management, and dispute resolution. She is also actively involved in tax policy dialogue and private-sector engagement with government institutions, helping bridge the gap between tax administrators, policymakers, and the business community. Through her advisory work, she supports businesses in understanding and complying with Uganda’s tax laws while contributing to a more predictable and transparent tax environment. Across both her public and private sector roles, Chelangat has contributed significantly to strengthening Uganda’s tax ecosystem—from administering domestic taxes within the revenue authority to advising businesses on responsible tax compliance and policy interpretation. Her career reflects a rare ability to move between tax administration, tax policy, and tax advisory, helping improve the effectiveness of Uganda’s revenue system while fostering collaboration between the tax authority and taxpayers. As Uganda commemorates International Women’s Month, Sarah Chelangat stands out as a powerful example of female leadership in the tax profession. Her journey—from legal training to senior leadership within the revenue authority, and now to partnership at a global professional services firm—demonstrates the impact that technical excellence, integrity, and public-minded leadership can have on national institutions.
