President Draupadi Murmu gave assent to the Central Armed Police Forces (CAPF) (General Administration) Bill, 2026, on April 9. Groups of retired CAPF and family members of personnel in service protested against the bill, claiming it adversely affects their rights and services.

असिस्टेंट कमांडेंट अजय मलिक जी ने नक्सली मुठभेड़ के दौरान IED ब्लास्ट में अपना एक पैर खो दिया - देश की रक्षा में सब कुछ दांव पर लगा दिया। और इस बलिदान के बदले मिला क्या? 15 साल से अधिक की निष्ठापूर्ण सेवा के बावजूद - प्रमोशन नहीं, अपनी ही फोर्स को लीड करने का अधिकार नहीं। क्योंकि सभी शीर्ष पद IPS अफसरों के लिए आरक्षित हैं। यह सिर्फ एक अफसर की पीड़ा नहीं - यह लाखों CAPF जवानों के साथ हो रहा संस्थागत अन्याय है। ये जवान सीमाओं पर तैनात रहते हैं, आतंक और नक्सलवाद से लोहा लेते हैं, लोकतंत्र के उत्सव चुनावों को सुरक्षित बनाते हैं। लेकिन जब इनके अधिकार और सम्मान की बात आती है, तो व्यवस्था मुँह फेर लेती है। खुद CAPF के जवान इस भेदभाव के विरुद्ध हैं। सुप्रीम कोर्ट तक ने इस व्यवस्था पर सवाल उठाए हैं। फिर भी, वर्तमान सरकार इसी अन्याय को कानूनी रूप से स्थायी बनाने पर आमादा है। यह विधेयक केवल एक करियर रोकने का प्रयास नहीं - यह उन लोगों का मनोबल तोड़ने की कोशिश है जो देश की पहली रक्षा पंक्ति हैं। और जब उनका मनोबल टूटता है, तो राष्ट्रीय सुरक्षा की नींव हिलती है। हम CAPF के जवानों का सम्मान सिर्फ शब्दों में नहीं, नीतियों में करते हैं। कांग्रेस का साफ वादा है - हमारी सरकार आते ही यह भेदभावपूर्ण कानून समाप्त होगा। क्योंकि जो देश के लिए लड़ता है, उसे नेतृत्व का अधिकार मिलना ही चाहिए।

For a Bill that directly impacts the future, promotions, and dignity of our CAPF personnel, where is the Home Minister, Amit Shah? When it comes to taking credit for controlling Left Wing Extremism, he is front and centre—quick to claim success and pat his own back. But when it comes to defending a controversial law affecting the very forces who fought that battle, he is missing from the Lok Sabha. Instead, a junior MoS is sent to जवाब. Why this absence? Why this reluctance to face Parliament on such a critical issue? This is not just about who answers—this is about accountability. You cannot celebrate CAPF jawans in speeches and campaigns, and then avoid the House when their rights, promotions, and dignity are under question. MPs deserve respect. Parliament deserves seriousness. Our forces deserve justice. Running away from debate and outsourcing responsibility on such an important Bill is nothing short of a shame.:

@qaumkepapa Hahaha wow, so you have a problem with officers getting their deserved pay but no problem in facilitating the black pockets of the IPS. Let’s be honest here, no IPS in this country is earning just a clean salary and I am sure its suck ups like you who are feeding their pockets

I simply expressed my Opinion regarding the CAPF Bill,2026 and see how most of them who are Against this bill have resorted to Hurling filthy abuse. Same people keep calling Armed Forces as “Import Bahadur” and “OROP Fauj” but these people don’t think how Children of Armed Forces Officers feel when all of them Cast Aspersions using baseless allegations.

Somewhat I Disagree and here are the Reasons why. >> There is a Sense of Scepticism within the Government and more specifically within the MHA that once the CAPF Officers get into Leadership Role Leading their Forces like CRPF, BSF, ITBP etc they will start indulging in Turf Wars amongst each other and that would hamper the Internal Security largely. At least if the Forces are being led by IPS Officers there is a Sense of Security within the MHA that these Forces Function properly under the Control of MHA. >> The Government somewhere around 2016/17 was looking at giving Leadership role to CAPF Officers to lead their Forces but Conduct of CAPF Officers specially their Online Activism and their Indirect Support to Judicial Activism and Political Activism by their Ex-Servicemen Orgs be it for NFFU and several other issues led to unprecedented Indiscipline within the Forces when Jawaans like Tej Bahadur Yadav also Resorted to Online Activism that raised Serious Question regarding increasing indiscipline and Acts of Insubordination within the CAPFs. In the Observation of a Few it was concluded that If Officers (Carder based) themselves indulged in too much of Activism then their Subordinates would also follow the same practices this is where the Tables turned. >> CAPF have to Operate in Internal Security Grid where Operations are needed to be People Friendly and People Centric, hence effective Command and Control of IPS Officers need to be there so that mandate of Centre (MHA) can be implemented while handling the Security situation. Since CAPFs get deployed Across the Country most of the time be it Election Duties, Handling Internal Security Crisis like Riots etc hence IPS Officers who have ample amount of Experience in District Policing and are capable make effective Policies regarding Deployment and Reinforcing local Police and Administration come handy while Coordinating with the State Police and Administration.

If the CAPF Officers can BLEED for the Organisation while performing their duties then they are also Capable to LEAD the Organisation. Bill or no Bill! They deserve better !
