It was a pleasure to address and interact with the newly recruited ACS (Jr Grade) and APS (Jr Grade) Officer Trainees today at the Assam Administrative Staff College, who are undergoing the Two-Week Joint Induction Programme that began on March 3, 2025. On behalf of the Government of Assam, I extend my formal welcome to all. As ACS and APS officers, you will face numerous challenges that demand adaptability, sound judgment, and a deep understanding of your responsibilities. Governance is a continuous and evolving process, and your ability to navigate change will be crucial. You are stepping into a role of immense responsibility. Focus on capacity building, engage with people, and immerse yourself in the nuances of governance. Your effectiveness will be defined by your dedication and interpersonal skills. Let your work speak for itself, not your social media presence. Serve with commitment, integrity, and a strong sense of duty. I also congratulate the officials of AASC for their dedicated efforts in grooming our young officers. It is encouraging to see the integration of physical training, yoga, and the Guru-Shishya tradition into the program, fostering holistic development. Best wishes for your journey ahead- I look forward to working with you all.

On the occasion of #CivilServices Day, attended the programme held at the Assam Administrative Staff College, organised by the Personnel Department and Administrative Reforms, Training, Pensions and Public Grievances Department (ARTP&PG) department. Addressed officers across departments, underscoring the significance of the occasion as one of reflection and introspection. In the midst of demanding administrative responsibilities, it is imperative to periodically revisit the foundational values and purpose that underpin public service. Civil services were envisaged by the framers of the Constitution not merely as an administrative apparatus, but as a vital instrument to preserve the unity, integrity and continuity of governance in a diverse nation. The constitutional framework, particularly provisions under Articles 308 to 313, reflects a system anchored in merit, neutrality and institutional integrity. Recalling the vision of Sardar Vallabhbhai Patel, it was emphasised that a strong, independent and fearless civil service is indispensable to the unity of the nation. Reference was also made to the contributions of B. R. Ambedkar in establishing a rule-based, merit-driven institutional framework through Public Service Commissions. In a democratic polity, while governments and political leadership may change, the responsibility of civil servants remains constant. Professionalism, impartiality and commitment to public service must guide all actions, free from bias and in alignment with the mandate of the elected government. Civil services function as an integrated and interdependent system, wherein each role contributes to the larger governance framework. Effectiveness lies not in the designation held, but in the ability to contribute meaningfully within the institutional structure. On postings and career progression, it was highlighted that professional fulfilment does not stem from perceptions of “desirable” or “undesirable” assignments, but from a sense of purpose, meaningful engagement and the capacity to create impact in any role. A meaningful life in public service is seldom an easy one. It calls for resilience, dedication and a willingness to engage with complex and often challenging situations. Frequently, it is the most demanding assignments that offer the greatest opportunities for growth and learning. Purpose evolves through the alignment of individual capabilities with societal needs, while meaning is cultivated through consistent practice. Governance inevitably involves uncertainty, which must be navigated with balance, clarity and maturity. Officers were encouraged to seek meaningful challenges, focus on effective execution, avoid unproductive comparisons and redefine ambition in terms of contribution rather than position. Incremental and sustained efforts were noted as key to achieving lasting impact. Reiterated that the enduring strength of civil services lies in adherence to the core values of integrity, impartiality, courage and character, and called upon all officers to reaffirm their commitment to these principles in the service of the State. @aasc1960
