It was terribly sad when Ray Stevenson passed away. We also lost Baylan from Ahsoka, by far my favorite character in that Star Wars show. House of the Dragon's Vincent Regan would make a great recast Baylan in my opinion. They look alike, are a similar age, and have similar acting experiences (Rome, Troy, etc.)
